## Abstract

Today's action changes the regulatory definition of a motorcycle to include 3-wheeled vehicles weighing up to 1749 pounds effective for 1998 and later model year motorcycles for which emission standards are in place. This action will create no detrimental health effects, and will therefore retain the health benefits derived from the current motorcycle regulations in effect.
