## Abstract

EPA is granting conditional limited approval of a State Implementation Plan (SIP) revision submitted by the Commonwealth of Pennsylvania. This revision establishes and requires the implementation of reasonably available control technology (RACT) on all major sources of volatile organic compounds (VOCs) and nitrogen oxides (NO<INF>X</INF>). The intended effect of this action is to grant conditional limited approval to this Pennsylvania RACT regulation.
