## Abstract

This action approves the municipal solid waste landfill (MSW) 111(d) plan submitted by the Commonwealth of Pennsylvania on behalf of Allegheny County for the purpose of controlling landfill gas emissions from existing MSW landfills. The plan was submitted to fulfill requirements of the Clean Air Act (the Act). The Allegheny County plan establishes emission limits for existing MSW landfills, and provides for the implementation and enforcement of those limits.
