## Abstract

We are approving the section 111(d) Plan submitted by the Governor of Texas on November 3, 1998, to implement and enforce the Emissions Guidelines (EG) for existing Municipal Solid Waste (MSW) Landfills. The EG require States to develop plans to collect landfill gas from large MSW landfills.
