## Abstract

Today EPA is taking final action to find that the state of Missouri failed to submit a revised SIP required for the Doe Run- Herculaneum lead nonattainment area. The deadline for these SIP revisions was August 15, 1998. The failure-to-submit finding triggers the 18-month time clock for the mandatory application of sanctions and a 2-year time clock for a Federal Implementation Plan (FIP) under the Clean Air Act (CAA). This action is consistent with the mechanism of the CAA for ensuring timely SIP submissions.
