## Abstract

On July 9, 1999, the State of Illinois submitted a site- specific State Implementation Plan (SIP) revision revising Volatile Organic Compound (VOC) Reasonably Available Control Technology (RACT) requirements for Sun Chemical Corporation (Sun) in Northlake, Illinois. The SIP revision exempts 17 resin storage tanks from bottom or submerged pipe fill requirements, subject to certain conditions. This rulemaking action approves, using the direct final process, the Illinois SIP revision request.
