## Abstract

EPA is taking direct final action on revisions to the District of Columbia State Implementation Plan (SIP). These revisions amend the requirements for all major volatile organic compounds (VOC) sources to implement reasonably available control technology (RACT) in the District of Columbia. These revisions also revise Stage II gasoline vapor recovery requirements. The intended effect of this action is to approve the revisions to the District's VOC regulations because they strengthen the SIP. This action is being taken in accordance with the requirements of the Clean Air Act.
