## Abstract

EPA is taking direct final action on a revision to the Commonwealth of Pennsylvania State Implementation Plan (SIP). The revision makes the oxygenated gasoline program a contingency measure for the five-county Philadelphia area, which means that the oxygenated gasoline program would only be required to be implemented in the five- county Philadelphia area if there is a violation of the carbon monoxide (CO) national ambient air quality standard (NAAQS). The revision also makes technical amendments to the oxygenated gasoline regulation. EPA is approving this revision in accordance with the requirements of the Clean Air Act.
