## Abstract

Under the authority of section 110(c)(1) of the Clean Air Act (CAA or ``the Act''), EPA is finalizing proposed amendments to the moderate area federal implementation plan (FIP) for the Phoenix PM-10 nonattainment area. These amendments modify the fugitive dust rule to add or replace certain test methods and allow alternative control measures (ACMs) to be implemented without prior EPA approval. For the convenience of readers, the entire FIP rule is reprinted in this publication.
