## Abstract

We, the EPA, are taking direct final action to include rules in the Texas State Implementation Plan (SIP). These rules control emissions of VOCs from Wood Furniture Coating Operations and Ship Building and Repair Operations. Texas submitted these rules in a letter dated April 13, 1998, to meet the Federal Clean Air Act's (the Act) requirements for Reasonably Available Control Technology (RACT).
