## Abstract

EPA is approving a municipal solid waste landfill (MSW) 111(d) plan submitted by the Commonwealth of Pennsylvania Department of Environmental Protection (PADEP) on behalf of the Allegheny County Health Department (ACHD) for the purpose of controlling MSW landfill gas emissions from existing facilities. The plan was submitted to fulfill requirements of the Clean Air Act (CAA). The Allegheny County plan establishes landfill gas emissions limits for existing MSW landfills, and provides for the implementation and enforcement of those limits.
