Abstract
The Commission, at the request of Wing-&-a-Prayer Broadcasting Company ("petitioner"), allots Channel 296C3 to Alva, OK, as the community's fourth local FM service. See 65 FR 4400, January 27, 2000. A filing window for Channel 296C3 at Alva will not be opened at this time. Instead, the issue of opening a filing window for this channel will be addressed by the Commission in a subsequent order.
