Abstract
This document adopt technical standards for the display of closed captions on digital television (DTV) receivers. The Commission also requires the inclusion of closed captioning decoder circuitry in DTV receivers. The requirements contained herein will help ensure access to digital programming for people with disabilities. This action is taken to fulfill the Commission's obligations contained in the Television Decoder Circuitry Act of 1990.
