Rules and Policies on Foreign Participation in the U.S. Telecommunications Market

This document addresses specific issues raised in petitions requesting clarification and reconsideration of the Commission's decisions in the initial Report and Order in this proceeding. This document also clarifies and revises certain aspects of the Commission's rules regarding prior notifications of foreign affiliations. This document also amends the rules to define "interlocking directorates" and to cross-reference the Commission's prior notification requirements. The final rules contain information collections subject to the Paperwork Reduction Act of 1995 (PRA), Public Law 104-13. It has been submitted to the Office of Management and Budget (OMB) for review under the PRA. OMB, the general public and other Federal agencies are invited to comment on the information collections contained in the final rule.
