## Abstract

The Commission, at the request of Odessa Junior College District, substitutes DTV channel *38 for DTV channel *22 at Odessa, Texas. See 67 FR 31171, May 9, 2002. DTV channel *38 can be allotted to Odessa in compliance with the principle community coverage requirements of section 73.625(a) at reference coordinates 31-51-58 N. and 102-22-48 W. with a power of 500, HAAT of 82 meters and with a DTV service population of 259 thousand. Since the community of Odessa is located within 275 kilometers of the U.S.-Mexican border, concurrence from the Mexican government has been obtained for this allotment. With this action, this proceeding is terminated.
