This document responds to petitions for reconsideration of the Commission's October 2001 decision which addressed a petition from the city of Richardson, Texas by adopting rules that clarify what constitutes a valid Public Safety Anwering Point (PSAP) to trigger a wireless carrier's obligation to provide E911 service to the PSAP within six months. The document modifies the Commission's rules to provide additional clarification regarding PSAP readiness.
