## Abstract

In this document, the Commission adopts new satellite licensing procedures, intended to enable the Commission to issue satellite slicenses more quickly. In addition, the Commission eliminates the anti-trafficking rule for satellites, together with new safeguards to protect against speculation. These actions are necessary to expedite provision of satellite services to the public, without allowing satellite license applicants to abuse the Commission's licensing procedures.
