Abstract
In this document, the Federal Communications Commission (FCC) codifies the use of the International Bureau Filing System (IBFS) as an official method of filing applications related to satellite and international telecommunications services with the Commission. In addition, this document modifies the Commission Rules to reflect mandatory electronic filing requirements adopted in the First Space Station Reform Order and the Third Space Station Reform Order. In doing so, we amend the Commission's rules to accommodate electronic filing via IBFS. Electronic filing has proven to improve the speed and efficiency of application processing and also to expedite the availability of application information for public use and inspection.
