## Abstract

In this document, the Commission revised the definition of unencrypted broadcast television adopted in its earlier Second Report and Order and Second Further Notice of Proposed Rulemaking in this proceeding. This revision clarifies a potential conflict between our stated intent and the scope of the rules. This action is taken to further the digital television transition and the commercial availability of navigation devices pursuant to section 629 of the Communications Act.
