## Abstract

In this document, the Commission addresses various petitions for reconsideration filed in response to the rules adopted in the First Report and Order and the Fourth Order on Reconsideration. We grant, in part, a petition filed by American Public Communications Council (APCC) and deny petitions filed by APCC and others. We make minor clarifications to our rules based on the issues raised in these petitions as needed.
