Abstract
In this document, the Federal Communications Commission (Commission or FCC) adopts rules for specific millimeter wave bands above 24 GHz in the Fourth Report and Order. This Order establishes an incentive auction that promotes the flexible-use wireless service rules that the Commission has adopted for services in the Upper 37 GHz (37.6-38.6 GHz), 39 GHz (38.6-40 GHz), and 47 GHz (47.2-48.2 GHz) bands by making spectrum available for fifth-generation (5G) wireless, Internet of Things, and other advanced services in these bands.
