Abstract

The Commission adopted a Second Report and Order, implementing final service rules to complete the licensing of the 900 MHz Specialized Mobile Radio (SMR) service. This Order implements the Commission's decision in the Third Report & Order in GN Docket No. 93- 252, (CMRS Third Report & Order), to license the 900 MHz band on a Major Trading Area (MTA) basis. The Second Report and Order also establishes technical and operational rules for the new MTA licensees, and defines the rights of SMR licensees already operating in the 900 MHz band. This Second Report and Order also addresses issues raised on reconsideration of the CMRS Third Report & Order pertaining specifically to the 900 MHz SMR service.
