## Abstract

Based on comments filed in response to the Further Notice of Proposed Rulemaking, 59 FR 51934 (October 13, 1994) and in order to implement the provisions of the Cable Television Consumer Protection and Competition Act of 1992, this Sixth Report and Order and Eleventh Order on Reconsideration amends the Commission's rules regarding rates for small cable systems in order to ease the burdens of rate regulation on small systems.
