Abstract

The Commission adopted a Second Order on Reconsideration and Seventh Report and Order, implementing final auction rules for the 900 MHz Specialized Mobile Radio (SMR) service. The Second Order on Reconsideration addresses reconsideration petitions concerning the service rule adopted in the Second Report and Order and Second Further Notice of Proposed Rule Making. The Seventh Report and Order sets forth the rules and procedures governing the 900 MHz SMR auction, including reduced down payments, bidding credits and installment payment plans for small businesses and partitioning for rural telephone companies. The intended effect of this action is to facilitate the development of SMR services and to promote competition in the wireless marketplace.
