Microwave Facilities Operating in 1850-1990 MHz (2GHz) Band; Relocation Costs Sharing

By this First Report and Order, the Commission changes and clarifies certain aspects of the microwave relocation rules adopted in our Emerging Technologies proceeding, ET Docket No. 92-9. The Commission also adopts a plan for sharing the costs of relocating microwave facilities currently operating in the 1850 to 1990 MHz (``2 GHz'') band, which has been allocated for use by broadband Personal Communications Services (``PCS''). The Commission's plan establishes a mechanism whereby PCS licensees that incur costs to relocate microwave links receive reimbursement for a portion of those costs from other PCS licensees that also benefit from the resulting spectrum clearance. The Commission conditions the cost-sharing plan, however, on selection of one or more entities or organizations to administer the plan.
