## Abstract

On June 13, 1995, The Commission adopted a notice of proposed rulemaking (CC Docket No. 95-116) regarding telephone number portability . The First Report and Order released July 2, 1996, promulgates rules and regulations implementing the statutory requirement that local exchange carriers (LECs) provide number portability as set forth in section 251 of the Telecommunications Act of 1996 (1996 Act). The Report and Order mandates the implementation of number portability by LECs, consistent with the procompetitive goals of the Telecommunications Act of 1996. Concurrently with the adoption of the Report and Order, the Commission adopted a Further Notice of Proposed Rulemaking which is published elsewhere in this issue.
