## Abstract

The Commission, on an interim basis, extends to cellular, broadband personal communications services (PCS) and certain specialized mobile radio (SMR) providers its rule under which cellular licensees are currently prohibited from restricting resale of their service. The Commission also eliminates an exception to the current rule under which cellular licensees are permitted to restrict resale by competing fully operational cellular licensees in the same geographic market. The action is needed to promote the development of competition in these services.
