## Abstract

The First Order on Reconsideration requires operators of existing video dialtone systems to make an election concerning what regulatory scheme they will operate under in the future. This order clarifies our rules in accordance with the Telecommunications Act of 1996. This order fulfills the mandate of the Telecommunications Act of 1996.
