Abstract
The Federal Communications Commission here denies two petitions seeking a stay of the rules contained in the Commission's First Report and Order implementing the Telecommunications Act of 1996. The Commission concluded that petitioners failed to meet the legal criteria required to obtain a stay of the rules. Denial of the petitions seeking a stay of the rules allows the implementation of the Telecommunications Act of 1996 to proceed without delay.
