## Abstract

This document adopts competitive bidding rules for mutually exclusive applications for cellular unserved Phase I and Phase II service areas. These rules result from the Commission's decision to use competitive bidding to select from among mutually exclusive applications. The Adoption of these rules will enable the Commission to complete the licensing of cellular unserved area licenses.
