## Abstract

The Second Report and Order (Order) released October 31, 1996 relieves nondominant interexchange carriers from filing with the Commission tariffs for interstate, domestic, interexchange services. The Order furthers the pro-competitive and deregulatory objectives of the Telecommunications Act of 1996 by ending a regulatory regime that is no longer necessary for nondominant interexchange carriers in the interstate, domestic, interexchange market and by fostering increased competition in this market.
