## Abstract

On September 20, 1996, Federal Communications Commission (``Commission'') adopted a Report and Order in CC Docket No. 96-128, FCC 96-388 (61 FR 52307, October 7, 1996) implementing section 276 of the Communications Act of 1934, as amended by the Telecommunications Act of 1996 (``1996 Act''). In its Order on Reconsideration in this proceeding, the Commission affirms the essential features of the policies established in the Report and Order. Additionally, the Commission modifies: The requirements for LEC tariffing of payphone services and unbundled network functionalities; and the requirements for LECs to remove unregulated payphone costs from the carrier common line charge and to reflect the application of multiline subscriber line charges to payphone lines. The Commission also clarifies various issues addressed in the Report and Order. The Order on Reconsideration is issued to implement the provisions of section 276 of the 1996 Act.
