Abstract
On January 31, 1996, the Federal Communications Commission adopted a Policy Statement (FCC 96-37) which sets forth a shift in its policies on international accounting rates. With these changes the Commission seeks to encourage competition in the U.S. market for global telecommunications services and technological innovation.
