## Abstract

The Report and Order eliminates the Commission's video dialtone, cross-ownership, and section 214 authorization rules. This order eliminates or modifies our rules in accordance with the Telecommunications Act of 1996. This order fulfills the mandate of the Telecommunications Act of 1996.
