Abstract
The First Report and Order (Order) released December 24, 1996 clarifies certain provisions of sections 271 and 272 of the Communications Act of 1934, as amended, and promulgates regulations to implement other provisions. The intended effect of this Order is to further the Commission's goal of fostering competition in the telecommunications market.
