## Abstract

The Second Order on Reconsideration (Order) released June 24, 1997 examines the proper interpretation of section 272(e)(4) of the Communications Act of 1934, as amended by the Telecommunications Act of 1996 (the Act). The Order concludes that the Commission's original interpretation--that section 272(e)(4) imposes requirements on Bell Operating Company (BOC) provision of interLATA services that the BOCs are otherwise authorized to provide--is the only one that resolves an apparent conflict with section 272(a) in a way that squares with the considered policy choice Congress made in imposing a separate affiliate requirement for BOC provision of in-region interLATA services.
