Abstract
In this Memorandum Opinion and Order on Reconsideration, the Federal Communications Commission (the ``Commission'') denies certain petitions for reconsideration because the Commission determines that there is no basis for granting the petitions, and dismisses a motion for partial stay or request for extension because the motion is moot. The intended effect of this action is the denial of petitions for reconsideration, and dismissal of a motion for partial stay or request for extension.
