## Abstract

In this Notice of Proposed Rulemaking (``NPRM''), the Commission seeks comment on the proposed amendment of its rules to enable Multipoint Distribution Service (``MDS'') and Instructional Television Fixed Service (``ITFS'') licensees to engage in fixed two- way transmissions. The Commission seeks comment on its proposals to enhance the flexibility of MDS and ITFS operations through facilitated use of response stations, use of booster stations with program origination capability in a cellular configuration, and use of variable bandwidth (``subchanneling'' or ``superchanneling''). Comment is sought regarding the technical, procedural and economic effects of implementing the proposed rule changes.
