Abstract
This document amends the Commission's Rules by adding a transmission standard for digital broadcast television signals. This action is necessary to ensure that the benefits of digital technology are available to terrestrial television broadcasting and to the American public. The intended effect of this action is to provide the certainty that many broadcasters, equipment manufacturers and consumers need to invest in new technology.
