## Abstract

The Second Report and Order (Order) released March 25, 1997 clarifies the definition of ``alarm monitoring service'' and the manner in which the Commission will apply the nondiscrimination provisions of section 275(b) of the Telecommunications Act of 1996 (the 1996 Act). This Order implements the alarm monitoring provisions of section 275 of the 1996 Act.
