Abstract
In the Second Memorandum Opinion and Order on Reconsideration (Second Order on Reconsideration), the Commission maintains the current 30% cable television horizontal ownership limit and generally denies the motion to lift the voluntary stay on enforcement of that limit. However, the Commission lifts the stay and announces the effective date for information reporting requirements. A companion Further Notice of Proposed Rulemaking seeks comment on possible revisions of the horizontal ownership rules and the method by which horizontal ownership is calculated.
