Abstract
This Order amends the Commission's Rules Regarding Installment Payment Financing for Personal Communications Services (PCS) Licenses. In this C Block Fourth Report and Order, the Commission resolves its proposals in its C Block Further Notice of Proposed Rule Making. In so doing, the Commission sets forth the rules that will govern reauctions of C block spectrum surrendered to the Commission pursuant to the C Block Second Report and Order and the C Block Order on Reconsideration of the Second Report and Order, as well as any other C block spectrum available for reauction.
