## Abstract

The Commission amends its closed captioning rules in response to nine petitions for reconsideration of the rules adopted in August 1997. Generally the rules require the closed captioning of video programming and is intended to ensure the accessibility of video programming to persons with hearing disabilities. On reconsideration, the Commission amends its closed captioning rules in order to better comply with the statutory mandate to provide accessibility to persons with hearing disabilities.
