Abstract
In this document, the Commission refers to the Joint Board the issues on which referral was sought, and requests that the Joint Board issue a Recommended Decision on the issues by November 23, 1998. The Commission will then issue an order on the issues addressed in the Joint Board recommended decision in time to implement the revised mechanism for non-rural carriers by July 1, 1999.
