## Abstract

The Fourth Order on Reconsideration and Report and Order addresses issues that were raised in petitions for reconsideration of the Universal Service Report and Order. The Fourth Reconsideration Order also makes several technical corrections to the Commission's universal service rules. In addition, the order clarifies or makes further findings regarding: the rules governing the eligibility of carriers and other providers of supported services; methods for determining levels of universal service support for carriers in rural, insular and high cost areas; support for low-income consumers; the rules governing the receipt of universal service support under the schools and libraries and rural health care programs; the determinations of who must contribute to the new universal service support mechanisms; and administration of the support mechanisms. The intended effect of these rules is to implement the universal service provisions of the Telecommunications Act of 1996.
