Abstract
This Memorandum Opinion and Order on Reconsideration of the Fifth Report and Order (``MO&O'') reaffirms & clarifies the Commission's rules to implement digital television. The intended effect of this action is to provide a host of new and beneficial services to the American public, while preserving and improving free universal television service that serves the public.
