## Abstract

In this document, the Commission denies petitions for reconsideration of the Order on Reconsideration of the Second Report and Order and amends the Commission's rules to apply construction requirements for 10 MHz licensees to licensees of 15 MHz blocks resulting from the disaggregation restructuring option available to certain C block Personal Communications Services (``PCS'') licensees. The Commission also considers and denies requests for clarification and/or waiver of the cross default provisions in F block notes.
