## Abstract

This document implements rules to achieve commercial availability of set top boxes and other consumer equipment used to receive video signals and other services. Section 629 of the Communications Act directed the FCC to create rules that allow consumers to obtain set top boxes from commercial sources other than their multichannel video programming distributor.
