## Abstract

This document declines to reconsider the Commission's Telemessaging and Electronic Publishing Order, declines to adopt rules pursuant to the Further Notice, and clarifies several points concerning telemessaging and electronic publishing. The intended effect is to promote the pro-competitive and deregulatory objectives of the Telecommunications Act of 1996.
