## Abstract

This document establishes rules to implement section 222(e) by requiring all telecommunications carriers to provide subscriber list information gathered in their capacity as providers of telephone exchange service to any person upon request for the purpose of publishing directories in any format, including Internet directories. The intended effect is to further Congress's goals of preventing unfair local exchange carrier (LEC) practices and encouraging the development of competition in directory publishing.
